What's the world's rainiest and driest settlement with >19,999 people?[edit]

I don't know. I know that Arica, Chile is often regarded as the driest place on earth, but the standard way of measuring this is in annual precipitation. Our article discusses the rather uncommon climate there. See here [1] for a list of other top driest places. As for most rainy days, Guiness [2] says that is Mount_Waialeale.
