Let's hold a small straw poll what kind of boxes should or should not be migrated from templatespace to userspace.
Definition Babel-box: "This user lives in XYZ", "This user speaks XYZ" and their variations, where XYZ is a real language/country.
Controversial boxes[edit]
All controversial boxes should be migrated into userspace. This is the minimun idea for resolving the userbox issue.

Controversial and Non-Controversial non-Babel boxes[edit]
all but the babel boxes should be migrated. Pro: we get rid of ambiguity and possible grounds for discussions or deletions. Con: we migrate more userboxes than really necessary.

All boxes should be migrated. Pro: we have no more ambiguity. Con: we might break some inofficial conventions where to find babel boxes, babel boxes should never be controversial.
