This page in a nutshell: There should be a presumtion to keep Wikipedia articles on verifiably independent, peer-reviewed, scholarly publications that otherwise may not meet general notability guideline requirements.
2. Add a sentence mentioning the incongruity of using a given journal as a reliable source for other articles while that same journal is deemed not notable in terms of having an article itself.
