Billy Chan is a medical simulation specialist , educator, and humanitarian who serves as the United Nations (UN) Ambassador for the Global Fair Pay Charter and UNITAR. He is the first non-Royal custodian of this charter, which is supported by both the Commonwealth and the United Nations. Chan is also the Director of the Centre for Medical Education in Simulation at the Faculty of Medicine of Macau University of Science and Technology.
Early life and education
[edit]Billy Chan was born in Hong Kong on 25 December 1960. His father, Michael Chan, was from Macao. Billy completed his education in Hong Kong and later moved to Australia in 1986 to pursue further studies. He holds two PhD degrees: one in Public Administration from International University (Cambodia) and another in Humanity from Johann Heinrich Pestalozzi University. In 2000, he co-founded medical simulation centres in Australia and New Zealand with Ross Horley. He was also involved in developing medical simulation facilities in cities such as Chongqing, Beijing, and Guangzhou.
Chan previously worked in Perth at the Clinical Training and Evaluation Centre at the University of Western Australia, which is home to the first multidisciplinary simulation skills centre in the Southern Hemisphere. He was later recruited to establish the Centre for Medical Education in Simulation at the Faculty of Medicine of Macau University of Science and Technology[1] and played a significant role in establishing Macau's first medical school in 2019.[2][3] Chan also received specialised training in disaster management from Massachusetts General Hospital, furthering his expertise in virtual reality simulation.
Philanthropic work
[edit]Chan is the founder and chairman of the Sino-Phil Asia International Peace Awards Foundation, Inc. The Foundation is headquartered in Manila and works to promote peace through action, enhance the quality of life for all humanity, and understand peace with a perspective from Asia.[4][5][6]
In addition to his medical work, he serves as a UN Ambassador for the Global Fair Pay Charter, where he advocates for fair and equitable pay practices globally. This initiative is supported by both the Commonwealth and the United Nations. In an interview, Chan discussed the goals of the initiative, stating that it aims to create opportunities for the Global South by promoting fair pay and improving living conditions for families and children.[7]
Personal life
[edit]Chan is a husband and father of two. He serves as the Chairman of the Australian Chamber of Commerce in Macau;[8] Vice Chairman of the Medical Research Strategy Board of the United States Chamber of Commerce in Southern China;[9] and Senior Advisor (Macau) of the Royal Commonwealth Society Hong Kong Branch.[10] He is also Executive Councillor of the World Association of Chinese Doctors and Co-Founder of the Sino-Luso International Medical Forum, which promotes healthcare education and skill sharing between Macau and Portuguese-speaking countries[11] and has provided training to over 10,000 frontline healthcare providers from Macau and China.[12]
