Crossnamespace redirects?[edit]

Are ALL redirects in the main articlespace no matter what prefix they use? For example: Wikipedia:Categorizing redirects to Wikipedia:Categorization but so does WP:Categorizing, and it is currently tagged with {{R to project namespace}}, as well as many others in Category:Cross namespace redirects tagged with {{R to other namespace}} that don't seem like they belong there. Does that mean that just because it's a redirect it's not in the already in the project namespace despite the "Wikipedia:" prefix?
