"Unpopulated categories that have been unpopulated for at least four days. This does not apply to disambiguation categories, category redirects, categories under discussion at Wikipedia:Categories for Discussion (or other such discussions), or project categories that by their nature may become empty on occasion (e.g. Category:Wikipedians looking for help)". or as in this case a list of disambiguation pages.
Importantly this page is no longer empty! The reason for it being empty in the first place would have been that few people would have known about that particular category. This doesn't mean it should remain or have been deleted. It is also important to note that when it was originally made it would have taken some time for people to start using it, particularly in the case of WikiProject Bulgaria, which isn't very large, but is very specialized. Its deletion has caused considerable frustration to those wishing to improve Bulgaria-related disambiguation pages, or to classify already existing ones. Although the list is not particularly large, this is not a valid reason for its deletion. It should quickly be recreated.
