German State or German Nation

Now that "Field Marshals of Germany" had been broken up into Germany and Field Marshals of Nazi Germany (personally I prefer Third Reich, This implies that it is being done by State not Nation. To avoid bias it is necessary to put in German Empire and Weimar Republic and (if there have been any FMs post war, categories for those states).

If Field Marshals are being listed by State (As they must be if George V of the United_Kingdom could hold a German Field Marshal's batton, for otherwise he should only be listed as a British Field Marshal as that is the state (and Empire) over which he reigned), then there can not have been any German Field Marshals before 1871. As there was no German state before 1871 should Prussia be listed here? If it is then what about other States which can be considerd to be at least as much part of the German nation as Prussia like the HRE etc?
