Is there any confusion here that someone might believe the state of Georgia in the United States has foreign relations with Russia? In any event, Georgia, the country would take precedence, if there were such a category for a state of the U.S. then that would more suitably be "Category:Georgia (U.S. state)–Russia_relations", no?
