Categorisation[edit]

I originally categorised this category within Category:Education in Canada, but another editor believes it should be in the top-level categoryCategory:Canada instead. I stand by my original choice, per common practice (see, for example, categorisation of articles in Category:Higher education by country). Does anyone agree with either of these?
