It should be "nonpartisan". nonpartisan is not limited to a two party bipartisan affiliation like the U.S. It has more global use. Even in the U.S., nonpartisan has a broader sense - meaning no party affiliation where bipartisan means working with the two major parties. The meaning is different, so I guess the question would be is your subject in the correct category. Many organizations are nonpartisan. Many federal panels and committees are bipartisan.
