I've changed background colours from navy blue so it's not so bold and glaring compared to the general wikipedia page colour scheme.

Capital - Traditional Center

The English term 'Capital' which has been used across all the main Samoa article pages feels a wee bit odd - mainly because the meaning of 'capital' in English doesn't sit so well in culturally translating the 'traditional centers' in Samoan districts. Using the same English word in the Samoan context is almost misleading, although its been used in the main Samoa country page. Part of this is due to the fact that Samoa's political system comprises traditional custom + western government system.

An example is the 'capital' of Tuamasaga is listed as Afega instead of Apia the country's capital. Afega is the 'traditional center' even if its a relatively minor village compared to Apia in modern times.

Due to Samoan inter village rivalry, making one village a 'Capital' could be a bit tricky as other villages in the district could find this insulting and offensive as well as being technically incorrect. Samoa's history changes all the time with complex socio-political ties. I'm not an expert in Samoan politics...but it feels safer to use the term 'traditional center' instead of 'capital,' unless there are other expert Samoan wikipedians. There's not much to be done about that from a category page. You should probably bring up your concern at Wikipedia talk:WikiProject Samoa or the talk page of one of the affected articles.
