There was absolutely no compelling reason for this category to be moved back to a disambiguated title. No other meaning of Thunder Bay could possibly have a dedicated category named in this format — in fact, the district is the only other meaning of the name that could ever have its own dedicated category at all, and its categories could never be named without the word "District" in them — meaning that the actual ambiguity of the title is exactly zero, and the primary rule for dedicated city categories is that except in extraordinary circumstances (which this isn't), they need to match the article title.
