Only 3 out of 24 tirthankara were chakravartin and the cat chakravrtin itslef is being deleted. You are right that Mahavira was not a monarch, but he was the only one who was not a monarch. Rest all were. Also im not categorizing it as monarch. I am categorizing it as "Jain" monarchs.
