Education Qualifications[edit]

Augustine Peter holds advanced degrees in Economics, MA (Economics: Kerala University, Kerala) and MSc (Economics: Bradford University, UK). He also hold a Law Degree from the University of Delhi. Additionally, he also holds a Diploma in French Language and Literature from Alliance Francaise, Paris and a Diploma in Business French from the Paris Chamber of Commerce and Industry.

Career[edit]

He started his career as a banker with Public Sector Banks (Indian Bank, State Bank of India) and later joined the Indian Economics Service in 1982. He served in various economic ministries of the Government of India, including the Department of Company Affairs (now Ministry of Corporate Affairs), the Planning Commission (Project Appraisal and Management Division), the Department of Economic Affairs (Agriculture and Prices), the Department of Commerce (Director (WTO) and later Economic Adviser) , and the Ministry of Petroleum and Natural Gas (Director General). He appointed as Member, Competition Commission of India at the level of Secretary to the Government of India during 10th April, 2014 to 14th January 2019.

Specialization[edit]

Augustine Peter specializes in the areas of Competition Policy, Trade Policy and Investment Policy, Environment and Green Energy, and has authored numerous publications in reputed national and international journals. As Director in the Department of Commerce, he looked after issues related to the WTO Working Group on the ‘Interaction between Trade and Competition Policy’ and Trade and Investment, besides issues like Technical Barriers to Trade, Sanitary and Phyto-Sanitary Agreement during 1998-2004. He was part of the Indian delegation to the WTO Ministerial Conferences in Doha (2001) and Cancun (2003). Augustine Peter participated in the meetings of the UNCTAD Inter Governmental Group of Experts on Competition Policy and Law, Geneva, representing India, during various years and was also elected its Vice Chairperson in 2003. He also actively participated and contributed to the evolution of the UNCTAD Model Law on Competition during that period. He served as Indian Delegate, representing the India Investment Centre, at the UNIDO Investment Promotion Service (IPS) Office in Paris during 1989-93, promoting investment and technology transfer flows. Mr. Augustine Peter also served as Lead International Consultant to the Government of Nepal for drafting Industrial and Investment policies for Nepal during 2002.

As a practicing advocate he specializes in Regulatory Law and Practices, Competition and Antitrust, Investment, International Trade, Energy and Environment, Telecom and Digital Economy, Service and Employment Law, Medical Laws.

Additional Positions[edit]

He has held various other prestigious positions such as Visiting Fellow at the Research and Information System for Developing Countries (RIS), a Think Tank under Government of India doing work in the area of international economic cooperation. Presently, Augustine Peter is a Member in the Governing body of Cuts Institute for Regulation and Competition (CIRC). He is also the Member Academic Council and Member, Board of Studies, Economics, of Mariyam College (Autonomous) Kuttikkanam, Mahatma Gandhi University, Kerala. He is also the recipient of Sevana Pratibha Award from Kerala.
