Brian D. Finlay is a foreign policy analyst in Washington, D.C. who currently serves as the President and Chief Executive Officer of the Stimson Center, a non-profit policy think tank.
Education
[edit]Born and raised in Canada, Finlay holds a BA Hons from Western University, an MA from the Norman Paterson School of International Affairs at Carleton University, and a Graduate Diploma from the Johns Hopkins School of Advanced International Studies (SAIS).
Career
[edit]Prior to his tenure as CEO, Brian previously served as Vice President, Managing Director, and Senior Fellow at Stimson. Brian developed and ran the Managing Across Boundaries initiative, which aimed to connect government responses with public-private partnerships to mitigate transnational security threats.[1]
Before joining the Center, he served as executive director of a Washington-based lobbying initiative focused on counterterrorism issues, as a senior researcher at the Brookings Institution,[2] and as a program officer at The Century Foundation. As Canadian native, Brian began his career as a Project Manager with the Public Health Agency (Laboratory Center for Disease Control) and the Canadian Foreign Ministry.
He is Chairman Emeritus of the Board of Directors of iMMAP,[3] an information management and data analytics organization focused on improving humanitarian relief and development coordination.[4]
Finlay was an adjunct professor at American University in Washington,[5] and today sits on the Editorial Board of Global Security, a journal of health, science and policy published by Routledge, Taylor & Francis. Finlay has authored and co-authored numerous books and reports.
