Carel Joseph van Kempen (18 March 1872, Zierikzee -25 November 1955, The Hague) was a Dutch politician. He was one time governor of Sumatra's East Coast.[1] A member of the Liberal State Party, between 1929-1931 he was a member of the second chamber, then again 1933 -1937 and 1939 -1946. Van Kempen stepped down as a member of parliament in 1946.
He was the son of merchant Willem van Kempen and Robina Johanna Ochtman. One brother was an oratorio singer.
He attended the Hogereburgerschool, Zierikzee and studied at The Indian Institute of Intgede- - -the Delft and Delft and on the Dutch-Indies Academy of Public Administration. . .
