ALASH online (formerly Egov.Press) is a Kazakh media project, which includes a non-governmental Kazakh petition website launched in 2020 and official pages on Instagram, TikTok, WhatsApp and Telegram. In Kazakhstan, petitions on this site are aimed at creating a public outcry, since the initiatives put forward do not have legal force.[1][2] Petitions that receive over 50 thousand votes will be considered at the government level. The corresponding law "On Public Control" was signed by the President of the Republic Kassym-Jomart Tokayev in October 2023.[3]

In 2022, the website was transferred to the alash.online domain due to blocking in Kazakhstan.[4] The project was launched by five citizens of the Republic of Kazakhstan at their own expense with the goal of creating a petition institute in the state.[5]

One of the loudest petitions that was written about in the world media was about depriving the first president of Kazakhstan, Nursultan Nazarbayev, of immunity. After a while, the parliament of Kazakhstan stripped the ex-president of his immunity.[6]

The petition site became the subject of discussion at the 12th International Scientific and Practical Conference in Manchester, on the topic: "Science and practice: Implementation into modern society".[7]

After the publication of a petition to cancel the concerts of Russian stars "Kamyzyak" in Almaty and Astana, the event was immediately canceled and the money for tickets was returned. This is not the first performance by Russian artists supporting the military operation in Ukraine that has been canceled in Kazakhstan. So, in June the concert of singer Grigory Leps was canceled. Before this, Leps said that he would pay a million rubles for the destruction of the Leopard tank in Ukraine.[8][9]

The petition site became the topic for a study on the phenomenon of online petitions as a way of expressing public protest in Kazakhstan, authored by the National Research University Higher School of Economics of Russia.[10]
