The General Assembly of the United Party for National Development is a party congress. Per Article 53, the General Assembly is required to meet once every five years. Notice for convening such an assembly must be issued at least 30 days before the set date. It elects members to the National Management Committee, the party's highest decision-making body.
According to Article 51 of the UPND Constitution, the General Assembly is composed of a broad range of members to ensure comprehensive representation within the party. The delegates to the General Assembly include:
- All members of the National Management Committee (NMC)
- All officials of the Provincial Committees
- An equal number of representatives from each province, approved by the NMC, drawn from district and constituency officials, with a requirement that 30% of these representatives be women.
- Nominated party members who are validly supported and stand for any position at the General Assembly, although they serve as observers.
- Party Members of Parliament
- Three members from each UPND chapter** outside Zambia, duly registered with the party secretariat.
- 30 members drawn from higher institutions of learning
The next General Assembly, the UPND's 8th, will be held in 2026.
