Ingrid M. Evans is  the founder of Evans Law Firm, Inc. of San Francisco, and Los Angeles, CA, a plaintiff’s law firm with a practice focused on financial exploitation of senior citizens and other consumers. A member of the Bars of California, New York, and Washington, D.C. and numerous U.S. District Courts, Courts of Appeal and the United States Supreme Court, Ms. Evans is an advocate for elder rights.  Her practice is based in the State of California but she has had cases with local counsel throughout the United States She serves on numerous local, State and National boards committed to elder protection and social justice issues.

Education and career

Ms. Evans received a Bachelor of Arts degree from the University of California at Irvine in 1992. Ms. Evan's received a Juris Doctorate from University of the Pacific, McGeorge School of Law in 1995.

Ms. Evans's legal career began in public service as a San Francisco Deputy City Attorney.. During her tenure with the San Francisco City Attorney's office, Ms. Evans worked as a litigator in cases involving firearms manufacturers and the lead paint industry. Ms. Evans brought San Francisco's first financial elder abuse case as a Deputy City Attorney representing the public guardian's office in order to protect isolated seniors in the City of San Francisco from financial predators

Annuities and Financial Elder Abuse

Following her tenure in the San Francisco City Attorney's Office, Ms. Evans represented victims of “living trust mills” which were duping thousands of senior Californians into paying for estate planning services when instead they were being sold insurance and annuities.

Ms. Evans was a Finalist for California Consumer Attorney of the Year in 2009 for the case of Beverly Buhs v. American International Group Inc, where she recovered approximately $5 million in restitution for 750 senior victims that were sold deferred annuities by AIG and its agents. She was also a Finalist in 2012 and 2015 for Consumer Attorney of the Year for the case of Rand v. American National Insurance Company where she recovered over $9,000,000 for 17,000 senior victims; and Negrete v. Allianz Life Insurance Company where she and co-counsel represented over 200,000 senior victims. In 2011, Ms. Evans and co-counsel obtained an estimated $79.5 million for over 70,000 class members in In re Midland Nat. Life Ins. Co. Annuity Sales Practices Litig., No. No. CV-07-1825 (C.D. Cal.). 

Ms. Evans obtained a significant protection for seniors in Goertzen v. Great American Life Insurance Company, Case No. 4:16-cv-00240-YGR (N.D. Cal.), a class action against an insurance company for violating California Insurance Code disclosure statutes for seniors.  In that case, the Northern District of California held that California senior consumers did not have to establish reliance in cases where a defendant violated a State Insurance Code provision designed for their protection.

Consumer and Individual Rights

Ms. Evans appeared before the United States Supreme Court on October 6, 2015 for Respondent in DIRECTV, Inc. v. Imburgia, et al.., Case No. 14-462, 577 U.S. _____ (2015), a class action against the country’s leading satellite television provider. In her dissenting opinion, Justice Ruth Bader Ginsburg, cited to Respondent's Brief in arguing that the California Court of Appeals judgment should be affirmed. DIRECTV v. Imburgia, et al.., 577 U.S. _____ (Ginsburg, J., dissenting).

Ms. Evans and co-counsel represented the named plaintiff and a countrywide class in Patel v. Trans Union, LLC, et al.., Case No. 14-cv-00522-LB (N.D. Cal.), alleging violations of the federal and State Fair Credit Reporting Acts by a national consumer reporting agency, In Patel, Ms. Evans and co-counsel successfully obtained an $8 million settlement for a large class of persons wrongfully placed on “Alert List” as terrorists or criminals.

Ms. Evans has testified before California senate and Assembly committees, and the California Department of Insurance. She organized senior victims to testify before a United States Senate subcommittee on issues involving the protection of senior citizens. She has also written legislation to protect seniors that has been enacted into law.

Social justice and environmental activism

Ms. Evans is a member of the Board of Governors of the American Association for Justice, a national organization dedicated to promoting a fair and effective justice system in the United States. She is also Secretary of the Board of Directors of Legal Assistance for Seniors, a nonprofit organization based in Oakland California that provides free legal services to senior and disabled persons in the Bay Area.

Ms. Evans recently created an initiative known as #take10leavenone to clean up California's beaches. Ms. Evans currently represents the environmental organizations, Friends of Muir Woods Park and Watershed Alliance of Marin, in Friends of Muir Woods Park; Watershed Alliance of Marin v. County of Marin, Board of Supervisors of the County of Marin and Daniel Weissman, Case No.CIV2003240, Superior Court for the County of Marin, seeking to preserve an environmentally sensitive stretch of the Marin County coastline.
