Kharkiv IT ClusterIT Cluster, founded in Kharkiv in 2015.[1]. It is a public non-profit idea-based organization that brings together representatives of education, government, and IT companies to develop the environment for technology business in the region[2]. Form of organization: public union “Kharkiv cluster of information technologies”[3][4].

History

2015-2016: creation of a legal protection system for an IT company, a networking platform, and establishment of international partnerships.

AltexSoft, Insart, Promodo, Sloboda Studio, Telesens and Videal joined forces to create Kharkiv IT Cluster[5][6] At the end of 2015, the Cluster consisted of 21 companies[7].

When it was created, Kharkiv IT Cluster took the initiative to comprehensively improve the city's IT ecosystem[8]. Cluster organized a meeting of UN representatives with Kharkiv IT students [9].

2017-2018: organization of 300 events and the first global study of the Kharkiv IT industry - Kharkiv IT Research.

  • organised a student hackathon on Smart city, Smart house.
  • initiated a press conference as part of the IT Flight information project dedicated to the expansion of direct flights between Kharkiv and other cities.
  • initiated the IT Loyalty loyalty programme together with ITomych Studio, held the NewEdu International Educational Forum: Tech in Focus, joined the Smart City project and implemented the Smart Village project.
  • together with its partners PricewaterhouseCoopers and IRS-group, analysed the Kharkiv IT market to forecast its growth, assess the efficiency of the industry in the region, and determine the vector of development.

2019: launch of the first regional loyalty system, creation of a networking platform for C-level

  • Kharkiv IT Research 2.0 IT market research was conducted[10].
  • A project to support non-formal IT education, Hard Skills Exam, was created to strengthen relations between IT companies and educational institutions in the Kharkiv region.
  • We implemented the Smart Village project and joined the Smart City project.

2020: creating an ecosystem of IT4Life charitable projects, mobilising resources and efforts during the COVID-19 pandemic.

  • With the support of the Department of Science and Education of the Kharkiv Regional State Administration, Deputy Minister of Education and Science of Ukraine Yevhen Stadnyi met with the Kharkiv IT Cluster's educational committee, heads of Kharkiv higher education institutions, business representatives, and employers[11].

  • Participation in a business breakfast with Mikheil Saakashvili, Head of the Office of Simple Solutions and Results, and business representatives in Kharkiv.
  • Kharkiv IT Cluster was represented by Supervisory Board members Eduard Rubin and Oleksiy Kholodenko, as well as Cluster Executive Director Olga Shapoval[13].
  • Kharkiv IT Cluster held a B2B event IT Forum Latvia[14].

2021: launch of a web portal for applicants, the IT Disciplines Certification project, and a large-scale B2B event IT Forum Latvia.

2022 is the year of invincibility and development, the year of the start of a full-scale war.

The Cluster demonstrated strength and resilience by evacuating thousands of IT professionals and their families, protecting the digital space, researching and supporting Ukrainian IT businesses: from providing Starlink companies to booking hundreds of IT professionals. Kharkiv IT Cluster has strengthened its partnership with the regions, enhanced cooperation with the Kharkiv Military Administration, and launched a local booking mechanism. The community doubled in size and became part of the EEN-Ukraine Consortium.

  • Launch of Tech Women CommunITy projects for women in leadership positions in IT[22] and the Investment Club[23].
  • Extension of the IT4Life project's charitable arm to respond to the humanitarian crisis caused by Russia's full-scale war against Ukraine.
  • Meeting of the Supervisory Board of Kharkiv IT Cluster with the Head of Kharkiv Regional Military Administration Oleg Sinegubov on the issue of reserving IT specialists from mobilization[24].
  • A study of the Ukrainian IT business during the war was conducted[25] in cooperation with the IT Ukraine Association and other Ukrainian IT clusters.
  • Discussion of the currency regime from the National Bank of Ukraine and development of specific compensatory mechanisms to preserve human capital and conditions for sustainable development of the IT industry in Ukraine.
  • Holding a series of meetings aimed at providing legal support to Ukrainian IT professionals who were forced to work abroad[26].
  • Signing of the Memorandum of Partnership and creation of the Most Favored Nation space[27] together with Rivne Regional State Administration and Rivne IT Cluster.
  • Involvement of Kharkiv IT Cluster memebers in the project of the Ministry of Digital Transformation of Ukraine “IT Generation”[28].
  • Presentation “IT industry before and during the war. Key points of development” at a meeting of a working group of architects working on a project to rebuild Kharkiv after the war with the support of Baron Norman Foster.
  • Closed event for C-Level on how to prepare for a difficult winter[29].
  • Signed a memorandum with the Poltava Regional State Administration to develop a comfortable environment for temporarily relocated IT businesses in Poltava region[30].
  • Creating a plan of key vectors of Kharkiv IT Cluster development for 2023.
  • Integration into the space of 70 countries in the EEN-Ukraine consortium[31][32].
  • Launch of the first IT Unbreakable Hub in Poltava and Kharkiv[33] together with the participating companies.
  • Kharkiv IT Cluster held the General Meeting 2022 to summarize the results of 2022[34]. Mykhailo Fedorov, Vice Prime Minister and Minister of Digital Transformation of Ukraine, was the guest of honor at the event.

2023 is the year of strategic partnerships and development of the Ukrainian IT industry.

The community worked on Kharkiv's innovative recovery, participated in regional forums, signed partnerships, and implemented initiatives. We deployed IT resilience hubs and launched the IT Community loyalty program. The cluster signed memorandums with the Ministry of Education and the Cybersecurity Science Association, which strengthened our position in the innovation sector. Also, with the support of the USAID Competitive Economy of Ukraine Program, we implemented the IT Cluster in the Cloud project, bringing together more than 600 IT companies to preserve and develop the industry.

  • Relaunch of the IT Disciplines Certification project.
  • Participation in the pilot project of the Ministry of Digital Transformation, the Ministry of Education and Science, and EU4DigitalUA “Updated Informatics - IT Studios”.
  • Recommendations on the criteria for determining enterprises, institutions and organizations that are important for the national economy in the field of digitalization are formulated and provided.
  • The first inaugural meeting of a group of expert participants from Kharkiv IT Cluster to work together on urban recovery.
  • Together with IT Ukraine and Lviv IT Cluster, we held a meeting on reservations and travel abroad.
  • Participation in the Tech Industry strategic session of the USAID Competitive Economy of Ukraine program. Together with the Ministry of Digital Transformation of Ukraine, Lviv IT Cluster, IT Dnipro Community, Lviv City Council, IT Ukraine Association, Ukrainian Startup Fund, CfE Accelerator.
  • Meeting of the Supervisory Board of Kharkiv IT Cluster and the Mayor, Igor Terekhov.
  • Oleksandr Medovoi, Chairman of the Supervisory Board, and Olga Shapoval participated in a meeting with the Ministry of Digital Transformation on the formation of the Diia City Appeal Commission.
  • Participation in the business forum “Coalition of Business Communities for the Modernization of Ukraine”, where Olga Shapoval, Executive Director, spoke about the existing challenges of the IT business and the vectors of Ukraine's development in the current extremely difficult conditions.
  • Olga Shapoval joined the panel discussion “Academic Year Despite the Crisis: Results, Challenges and Prospects” at IT Ukraine Education Summit 2023.
  • Meeting with colleagues from the Council of the Coalition of Business Communities in Kharkiv to discuss proposals for the city's economic recovery.
  • Executive Director Olga Shapoval spoke at the Regional Forum “Education. Science. Business” in V. N. Karazin Kharkiv National University.
  • Olga Shapoval took part in the international event: EEN INTERNATIONALISATION ACADEMY (Turin, Italy).
  • Oleksandr Kolb and Dmytro Yakovlev, representatives of the Supervisory Board of Kharkiv IT Cluster, met with Yulia Svyrydenko, Vice Prime Minister and Minister of Economy of Ukraine, to discuss important business issues.
  • Meeting between Kharkiv IT Cluster, San_Jose_Chamber_of_Commerce and a delegation from Albuquerque_City_Council. Kharkiv IT Cluster was represented by: Promodo, ARPO, Sigma Software, SoftServe, SevenPro, VERNA, EPAM Ukraine, AltexSoft, CodeIT, Scalarr.

  • Olga Shapoval took part in TechShelter: “Panel discussion Diia City: space to grow.” An Investment Forum dedicated to the restoration of Kharkiv and its transformation into a Smart City was held in Kyiv. Twenty companies from Kharkiv IT Cluster took part in brainstorming and project development.
  • Meeting with Financial Times in Kharkiv about the life of the IT industry in Kharkiv during the war.
  • Participation in a meeting of the Ministry of Economy, the Ministry of Digital Transformation, the General Staff, Ukrainian associations and clusters to launch the E-reservation initiative.
  • Meeting with the Serhiy Prytula Charity Foundation. We discussed how combining our efforts could be more effective for the defenders of Kharkiv region.
  • The Annual General Meeting 2023 was held. Oleh Syniehubov, Head of the Kharkiv Regional Military District Administration, joined the event on behalf of the Kharkiv IT Cluster, where they summarized the results of work in the region in 2023. Oleh Syniehubov emphasized that cooperation with Kharkiv IT Cluster will continue next year to help the defenders. Mayor Ihor Terekhov also took part in the Cluster's General Meeting, where he thanked the IT specialists and emphasized the strategy of returning IT specialists home. During his online speech, Oleksandr Medovyi, Chairman of the Supervisory Board of Kharkiv IT Cluster and CEO of AltexSoft, spoke about the successes in 2023.

  • IT Ukraine Association, Kharkiv IT Cluster, and Lviv IT Cluster came out with a consolidated position of the tech industry on the draft law No. 10449 of 30.01.2024 “On Mobilization” and stated that the government draft law No. 10449 on mobilization needs to be revised, and prepared and sent a number of proposals to eliminate unconstitutional norms that negatively affect business.
  • The Kharkiv IT Cluster Leadership Consortium has won first place in the national selection for the European Digital Innovation Hubs (EDIH) network under the EU's Digital Europe program.

2024 is a year of global challenges and international recognition.

Kharkiv IT Cluster initiates changes in legislation, in particular regarding the mobilization and reservation of IT specialists, participates in national forums and speaks at international platforms such as Hannover Messe in Germany, Export Alliance APPAU in the Czech Republic, and European Cluster Conference in Brussels, among others. The community's role in strengthening and developing the IT industry is recognized both nationally and internationally.

  • On April 23-26, a successful business mission took place in the Czech Republic as part of the Export Alliance APPAU project, where Kharkiv IT Cluster presented the Ukrainian IT industry.

Talent search. Access to a partner network of 160+ IT universities, colleges, and schools to develop Employer Brand[36].

Educational projects

  • The Applicant Portal is a digital assistant for those who are looking for an IT education institution to apply to. The portal contains all educational institutions in Kharkiv that specialize in training IT specialists.
  • "Поступай в ХА" is a project aimed at popularizing IT education and attracting applicants to IT specialties of Kharkiv universities, a series of online meetings of applicants with representatives of universities and IT companies.
  • Parents2IT. The main task of the project is to inform parents of schoolchildren about opportunities in the IT industry.
  • Kids2IT is a series of career guidance games aimed at showing schoolchildren that IT is not just about programmers and motivating them to choose IT as a future profession. During the game, under the supervision of mentors, teenagers are divided into teams and create a prototype of their own startup.
  • Teachers2IT is a professional development project for computer science and math teachers. The project is based on courses taught by representatives of IT companies.
  • Open IT is a series of free educational workshops on IT professions for young people. Workshops and lectures are conducted by representatives of IT companies.
  • Junior Club is a closed IT club for young people where participants improve their soft skills.
  • Boot Camp is a project aimed at providing students with practical experience in the IT industry under the guidance of tutors from leading IT companies in Kharkiv.
  • Guest Edu - guest lectures at universities at the request of the company and the university.
  • Tech Edu Up is a project aimed at improving the quality of education in IT specialties at Kharkiv universities and colleges.
  • IT School Level Up is a project that helps to improve the quality of education in Kharkiv IT schools and employ their best students.
  • Hard Skills Exam is a project aimed at improving the quality of IT courses and their compliance with market and IT business requirements, as well as at employing course graduates.
  • Support for Olympiads and Competitions - a project to increase the level of involvement of talented children in the specialized Olympiad movement (mathematics, programming, information technology, etc.) and strengthen the position of the Kharkiv region at the international level.

Networking projects

  • C-level CommunITy is a closed Ukrainian network for IT business executives, created to respond quickly to social and economic challenges, as well as for informal communication.
  • Legal CommunITy is an online or offline event where a speaker (lawyer, attorney) together with representatives of IT companies discusses topical legal issues for IT business.
  • Team Lead CommunITy is a series of meetings with invited experts from leading Ukrainian IT companies.
  • Tech Women CommunITy is a club where women in IT management positions discuss common challenges and find solutions.
  • The Investment Club is a project that discusses how modern investments work in a networking and discussion format.
  • Kharkiv PR communITy meetups are open meetups of the PR communITy for memebers to share knowledge, experience and contacts.
  • HR CommunITy meetups are a series of open meetings for HR professionals. The speakers are leading experts from top Ukrainian IT companies.
  • IT brunch - meetings for the C-level to discuss topics relevant to IT companies.
  • IT Sales community is a closed community for Cluster members working in IT sales.
  • Kharkiv IT Research is a project aimed at researching and analyzing the IT market and forecasts, options for working with them, as well as a large-scale event to present the results.
  • IT4MEDIA is a two-month training program by Kharkiv IT Cluster and EPAM Ukraine. It helped program participants learn how to make the digitalization process more transparent and improve their knowledge of the IT industry.
  • EdTech CommunITy is a professional community of educational companies: IT schools and IT courses that are members of Kharkiv IT Cluster.
  • New Members Welcome is a private welcome event for Kharkiv IT Cluster members who have just joined the organization.
  • The Export IT Alliance is a project aimed at expanding the region's IT infrastructure and raising its reputation as a key IT location in the domestic and international information space, involving representatives of domestic and international businesses, investors, and young talented professionals. The project envisages participation in international exhibitions, trade missions, and invitations to foreign potential customers and investors.
  • The International Investment and Marketing IT Conference is an event organized as part of the Export IT Alliance project aimed at attracting foreign clients and investors.
  • Teachers CommunITy is a professional club for teachers of computer science and mathematics in schools to improve and update their knowledge and teaching methods.
  • Professors CommunITy is a professional club for technical teachers to update their knowledge and introduce new teaching methods.

As of July 2024, the Cluster has more than 600 members from all over Ukraine.

Ecosystem of charitable initiatives

The IT4Life Charitable Foundation supports the Armed Forces of Ukraine and helps residents help Kharkiv and the region during the war and overcome other local challenges[37][38].

How the fund works

With civilians:

  • Analyzing the needs of Kharkiv residents and categorizing them by area of assistance.
  • Distribution of requests among volunteers.
  • Collecting humanitarian aid and coordinating delivery.
  • Restocking and purchasing food, medicine and hygiene products.

With the military:

  • Communicating with unit commanders and receiving requests for assistance.
  • Prioritize them according to the situation at the front and the resources of the Foundation.
  • Organizing the transfer of aid and drawing up the relevant acts.

About the project

Over the years, the cluster has contributed to the development of the IT industry at the national and international levels.

In Ukraine

In Ukraine, the cluster cooperates with higher education institutions through the Mastis educational project, which was created to improve the master's degree programme[39].

In November 2019, Kharkiv IT Cluster is ahead of other IT associations in Ukraine by the number of companies and specialists, second only to Kyiv[40]

Abroad

All IT clusters in Ukraine are characterized by the absence of information on cooperation with foreign associations in the IT industry[41]. It is known that cooperation with the IT sector of Latvia started in 2020[42][43]
