Kostyantyn Borisovych Koshelenko (born July 7, 1983, Zaporizhzhia) is a Ukrainian statesman, Deputy Minister of Social Policy of Ukraine for Digital Development, Digital Transformations, and Digitalization from 2021.[1]

Education[edit]

Received three higher educations - "Finance", "Computer Systems and Networks" at the Zaporizhia National Technical University , and "Management of Organizations and Administration" at the Kyiv-Mohyla Academy . He has an MBA degree from the Kyiv-Mohyla Business School and a diploma from the Ukrainian Corporate Governance Academy.[2][3]

Career[edit]

May 2004 — September 2006 — "Energoavtomatizatsia" LLC. Specialist of the 1st category. Development and implementation of automated enterprise management systems at Zaporizhstal LLC.[4]

From 2006 to 2015, he worked at PJSC " Delta Bank ", where, in particular, he held the positions of deputy head of the sales and development department, director of the department of alternative sales channels.[5]

From 2015 to 2016, he headed the sales department of the branch network of PJSC "Joint-Stock Commercial Industrial-Investment Bank".[5]

In 2016-2017, he worked at PJSC Bank "TRUST" as the director of the retail sales department of the Kyiv region, and later served as the chairman of the board.[5] Also, in 2017-2019, he worked as a director of the business of payment terminals of the "EasyPay" group of companies and as a deputy chairman of the board of Forward Bank.

Participated in the development of regional networks and digital transformation of banking institutions, as well as the implementation of Bank.ID, Apple Pay , Google Pay projects and the implementation of mobile applications and customer service systems. He has experience in implementing large project management approaches, including the Agile methodology.[1]

From 2019 to 2021, he worked as the Deputy Chairman of the State Property Fund of Ukraine,[6][7] where he was responsible for coordinating the regional network and attracting investments.[8][9] In the Fund, coordinating the regional network, Koshelenko, in particular, strengthened the management of branches through transparent tenders and organized their effective work, as well as developed the open interaction of the Fund's branches with the business environment, communities, State Administration and mass media.[9][10][11][12]

On December 29, 2021, he was appointed to the post of Deputy Minister of Social Policy of Ukraine for digital development, digital transformations and digitalization.[6]

The main direction of activity in the ministry is the development of the Unified Information System of the Social Sphere , the development of online services for citizens and other digital projects of the ministry.[1][13][14]

In 2024, Koshelenko published the book "Management in times of war. Leadership, efficiency and sustainability". The book was also published in English under the title "Management in Times of War. Leadership Examples from Ukraine's Government and Private Sector". The book is a collection of tools and ideas of Kostyantyn Koshelenka on maintaining productivity, team development and commitment to one's own values ​​in an unstable environment. In the book, Kostyantyn Koshelenko relies on the experience of leading the digital transformation of Ukraine during the war. Experience gained during crisis situations is also shared by 40 Ukrainian and international managers from the field of logistics, public administration, banking sector, IT companies, insurance and security businesses, sports and trade from 12 countries. Among them is Resilience Institute partner Alexia Mikels; general director of Ukrposhta Ihor Smilyanskyi , lecturer at The Wharton School, co-author of Harvard Business Review and Fast Company — Greg Satell; Security and Defense Specialist and Yale University Lecturer Lauren Young; author, consultant and teacher of the course "Leadership and Human Logic" at the University of California and the Kyiv-Mohyla Business School - Jan Dirk Hertsema; general manager of Lugera Ukraine Anastasia Shevchenko; Hamilton Health Sciences Board Vice Chair Andrea McKinney; investor and business consultant Andreas Kesler and others.[2][15][16][17][18][19] The book was positively evaluated by Oleksandr Novikov , head of the National Agency for the Prevention of Corruption ; Ian Bremmer , president of Eurasia Group and American political scientist; Daniel F. Runde, author of The American Imperative: Restoring Global Leadership Through Soft Power and Senior Vice President of the Center for Strategic and International Studies; David Rogers, the world's leading digital transformation expert and author of The Digital Transformation Roadmap.[20]

Kostyantyn Koshelenko has the title of honorary professor of Alfred Nobel University.[21] He is a member of the Expert Council of Graduates of the Kyiv-Mohyla Business School.[22]

Koshelenko is also a marathoner and the face of the 12th Kyiv Marathon.[23][24]

He is the ideologue of the isHelp platform, which received awards for its contribution to the development of digital services in Ukraine.[25][26][27][28][29][30][31][32]

He is one of the leaders of the adoption project in Diya[33] and other projects on the integration of new social services in Diya.[34]

Koshelenko also acts as an expert[35][36][37] and is a member of the expert jury of competitions, including FinAwards 2022[38] and PSM Awards 2023.[39]
