The Legislation (Wales) Act 2019 (anaw 4) (Welsh: Deddf Deddfwriaeth (Cymru) 2019) is an Act of the National Assembly for Wales that was given royal assent on 29 April 2015; it came into force in April 2016.[1] It set out four accessibility goals: a) readily available to members of the public in Welsh and English; b) published in an up-to-date form in both languages (showing whether enactments are in force and incorporating any amendments made to them); c)clearly and logically organised (both within and between enactments); d) easy to understand and certain in its effect. [2]

Application

Some provisions within the Act immediately commenced after the legislation received royal assent. Part 2 of the law Act commenced after the passage of The Legislation (Wales) Act 2019 (Commencement) Order 2019 on 1 January 2020.Senedd Cymru – Welsh Parliament. The Act has five main parts and is supported by four schedules:[3]

  • Part 1: Introduction
  • Part 2: Improving well-being
  • Part 3: Miscellaneous
  • Part 4: General

Part 1 Accessibility of Welsh Law

This part of the Act establishes duties for Welsh ministers to improve accessibility of Welsh law.

Part 2 Interpretation and operation of Welsh Legislation

This part of the Act sets out different rules to interpret specific words and phrases in legislation.

Part 3 Miscellaneous

This part of the Act sets out provisions to interpret times in legislation, making subordinate legislation by statutory instrument and combining legislation made under different procedure: the UK parliament and the EU Parliament.

Part 4 General

This part of the Act sets out procedures for commencement of different provisions of the legislation.
