The National Commercial Fire Control and Safety Association (NCFCSA), formerly known as the National Commercial Fire Protection Association, is a national-level, professional, first-level social organization registered with the Chinese Ministry of Civil Affairs (registration number is SZ3180). In October 2015, it was officially renamed with the approval of the State-owned Assets Supervision and Administration Commission of the State Council and the Ministry of Civil Affairs (Ministry Letter [2018] No. 325).

It is headquarterred in Beijing, China.

The membership structure of the NCFCSA covers not only enterprises in the national commercial and trade circulation field, including wholesale and retail, catering and accommodation, warehousing and logistics, professional markets, urban complexes, etc., but also production enterprises, installation and construction enterprises, security monitoring and warning enterprises, information security management enterprises, emergency rescue organizations, emergency service agencies, inspection and testing institutions, evaluation and certification institutions, financial and insurance service institutions, education and training institutions, research institutes, universities, and related news media units in the emergency, fire control and safety fields.

History

The National Commercial Fire Protection Association, was established on August 17, 1989. It was approved by the former Ministry of Commerce and agreed upon by the Ministry of Public Security. It was initiated by enterprises, institutions, research institutes, higher education institutions, professional service agencies, and relevant experts in the national commercial and trade circulation field.

It is a social organization with legal person status, under the supervision and guidance of the Ministry of Civil Affairs, the State-owned Assets Supervision and Administration Commission of the State Council, the Ministry of Commerce, and the Ministry of Emergency Management. Its headquarters is located in Beijing, China.

With the upgrading of consumption and technological changes, profound changes have taken place in the structure of the commercial circulation industry. The operation of the commercial circulation system has become increasingly complex, and public safety risks have continued to increase. The construction of safety management capabilities for commercial circulation enterprises faces new requirements. The importance of commercial security to urban public safety and even national security is becoming increasingly prominent. At the same time, there have been significant changes in the membership structure. Therefore, with the approval of the State-owned Assets Supervision and Administration Commission of the State Council in October 2015, and the approval of the Ministry of Civil Affairs of the State Council (Ministry Letter [2018] No. 325), the association was renamed.

The NCFCSA has established a systematic and scientific association operation and organizational structure. The standing office of the council is the secretariat of the association. The secretariat consists of offices, membership departments, publicity departments, business development departments, financial departments, overseas offices, and other internal institutions, as well as training colleges, various professional committees, and other branch institutions. A large number of leaders, experts, and scholars with experience in emergency management, fire protection, and safety management research and practice have been hired to create a high-level think tank, truly play the role of "external brain", and enhance the decision-making and service functions of our association's national-level industry think tank.

Work scope

Since its establishment, the National Commercial Fire Control and Safety Association has promoted and implemented the policies and guidelines of the Party and the state, as well as relevant laws and regulations such as the "Safety Production Law" and the "Fire Protection Law". Guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, the association adheres to the mission of "safeguarding fire safety and creating social value" and adhered to the principle of "prevention-oriented, combining prevention with fighting and rescue". It emphasizes the concept of "pre-disaster prevention" and undertakes the responsibility of "enhancing social disaster prevention awareness and capabilities, and strengthening the level of social production safety management". The association fully utilizes its role as a bridge linking the government, enterprises, and relevant units, and is specifically responsible for organizing research and promoting the application of new technologies, products, processes, and achievements in the field of fire protection and safety. It promotes technological innovation in the fire protection and safety field and comprehensively improves the level of fire protection and safety management and comprehensive prevention capabilities in the national commercial trade circulation field and urban fire protection and safety management.

The main business scope and service areas of the NCFCSA are as follows:

1. Strategic planning and research: The association focuses on major hotspots and issues related to fire protection and safety in the domestic and international commercial sectors. It conducts strategic, macroscopic, and forward-looking research to continuously produce targeted and actionable research results.
2. Domestic and international exchanges: The association organizes exhibitions of achievements in commercial fire protection and safety, as well as seminars, symposiums, and forums related to the field. It also releases research reports, statistical analyses, rankings, and other information related to commercial fire protection and safety.
3. Consulting services and solutions: Leveraging a strong expert think tank, the association provides intellectual support to the government for macro-control and the formulation of medium- and long-term development plans and major commercial fire safety policies. It also offers consulting services and solutions on fire protection and safety for businesses, including safety development strategies, operational decisions, and risk assessments.
4. Formulation and publication of fire protection and safety standards: With the support of a strong expert think tank, the association participates in drafting and formulating relevant national and industry standards, publishes group standards, and promotes the standardization of industry fire protection and safety management. It actively participates in the formulation of international standards.
5. Strengthening the transformation and application of research results: The association promotes the research and development and dissemination of commercial fire protection and safety technology, and advances fire protection and safety management technology.
6. Member services: The association provides legal assistance to members to promote their compliance with laws and regulations and ensure their safe and healthy development.
