Rolling Hills Consolidated Library is a library branch that serves Buchanan and Andrew counties in Northwestern Missouri, United States. With a location in St. Joseph and Savannah along with a Bookmobile, the branch is able to reach all throughout both counties. The branch was founded in 1961 and grew throughout both locations in the following years.

History

Rolling Hills Consolidated Library began in April of 1961 as the Rolling Hills Regional Library. It had its headquarters in the basement of the Washington Park Library in St. Joseph. Most of its services were supplied by bookmobile at that time. A space on North Belt Highway was leased for administrative use and to store the library's growing collection in 1963. The Savannah branch of the library was opened in 1965 in order to better serve the northern part of the library's district. In July of 1973 it was approved to consolidate the Andrew and Buchanan county library districts and the library became the Rolling Hills Consolidated Library.

As timed went on, the library was in need of more money. In 1973, the library levy was set at "$.10 per $100"[1] of valuation. An increase failed on the ballot in both 1975 and 1976. In 1979, the bookmobile was shut down due to a lack of funds. In 1982 a levy increase was approved to increase the levy to "$.20 per $100."[1]

At the same time, the St. Joseph branch moved to a larger space at 1904 N. Belt Highway and the Savannah branch moved to 514 W. Main.

In 1989, the St. Joe Public Library and Rolling Hills Consolidated Library met in an agreement to merge the two systems into the River Bluffs Regional Library system, however the two board would continue to exist as separate entities. A levy of "$.15 per $ 100"[1] was passed for the system in November of 1999. This agreement was later dissolved on November 16, 2001 in order to allow for the taxing of both branches separately.

In 2013, a new bookmobile was purchased by the branch and put into service throughout both counties.

Board and Management

The Library branch is currently managed by 8 members, including a manager for each branch and the bookmobile, a library director, technical services director, facility manager, a marketing director, and a bookstore coordinator.[2]

There is also a 8 person Board of Trustees consisting of 4 members from the St. Joe branch and 4 members from the Savannah branch. [2]
