Joseph Romesh De Silva, PC is a Sri Lankan lawyer, and former President of the Bar Association of Sri Lanka. De Silva was the youngest President's Counsel appointed in Sri Lanka. A very senior Sri Lankan lawyer with over 50 years of experience in the legal profession. He was admitted to the Bar in 1971. He has had illustrious career as a lawyer in Sri Lanka, spanning over five decades.[1][2][3][4]

De Silva has been involved in various legal fields, having left his mark on each one. Contributing significantly to the development of law, in areas such as medical negligence, labor law, defamation law, and fundamental rights litigation.

De Silva has been involved in numerous international arbitrations and has served on multiple committees and organizations, including the Law Commission of Sri Lanka, which he chaired for seven years. He has received numerous awards and accolades.[5][6][7][8]

He also served as the Chairman of the Committee of Experts that were appointed to formulate a new Constitution for Sri Lanka,[9] Chairman of the Law Commission of Sri Lanka, of several advisory committees.[5][10][11][12]

De Silva attended St. Joseph's College, Colombo, where he was a successful student in both academics and sports. He later received a Bachelor of Laws degree from the University of Colombo, following which he attended the Ceylon Law College.

Career[15][16][edit]

After completing his education, he began his legal career as an Advocate of the Supreme Court of Sri Lanka in 1971, and quickly established himself as one of the most distinguished and respected lawyers in the country. His expertise and dedication earned him the prestigious title of President's Counsel in 1985, making him the youngest lawyer to receive this honor.

De Silva's extensive career has spanned a broad range of legal areas, including medical negligence, labor law, defamation law, and fundamental rights litigation, among others. He is known for his unique contributions in refining legal concepts and principles to suit modern needs and utilizing the law as a powerful tool for achieving public good. He is recognized for representing clients across the political spectrum with utmost commitment and professionalism.

Beyond Sri Lanka, De Silva has gained a reputation as a prominent legal practitioner who has participated in numerous international arbitrations in countries such as the United Kingdom, Switzerland, and Singapore. He has also served in various committees and organizations, including the Law Commission of Sri Lanka, which he chaired for seven years. He was also the Chairman of the Advisory Committee on Intellectual Property, the Company Law Advisory Committee, and the Registration of Title Advisory Committee.

Throughout his career, De Silva has been recognized with numerous awards and accolades, including the honorary degree of Doctor of Laws, Honoris Causa, conferred upon him by the University of Colombo in 2021. His contributions to the development of Sri Lankan law and the legal system have been lauded by his peers and colleagues, and he remains a revered figure in the legal profession in Sri Lanka and beyond.
