Samir T. Suleiman (born June 4) is an American football executive who is currently the vice president of football administration for the Carolina Panthers of the National Football League (NFL). Suleiman began his career at the NFL Management Council before working with the Jacksonville Jaguars, the St. Louis Rams and the Pittsburgh Steelers prior to his current position with the Carolina Panthers.

Early years[edit]

Suleiman was born in Washington, D.C. and raised in Gaithersburg, Maryland. His mother was a native of Argentina and his father is from Palestine. A four-sport athlete in high school, Suleiman graduated from Randolph-Macon Academy in Front Royal, Virginia.[1]

Athletic career[edit]

James Madison University (1993-1996)[edit]

Suleiman attended James Madison University where he majored in Sport Management and earned a scholarship on the Dukes football team as a wide receiver. The Team won the 1994 Lambert Cup Championship.

After graduating, Suleiman earned an Outstanding Alumnus Award and currently serves as a member of the Hart School Advisory Council.

Brooklyn Mariners (1997)[edit]

Suleiman played wide receiver for the semi-professional Brooklyn Mariners, who won the 1997 Garden State Football League Championship.

Executive career[edit]

National Football League[edit]

Suleiman worked for the National Football League Management Council from 1997-1998, where he analyzed player contracts, and mastered the intricacies of the Collective Bargaining Agreement and Player Personnel Handbook.

Jacksonville Jaguars[edit]

In 1998, the Jacksonville Jaguars hired Suleiman as the Manager of Contract Information. He served as the secondary contract negotiator when the franchise won their first two division championships.

St. Louis Rams[edit]

In 2000, Samir joined the defending Super Bowl Champion St. Louis Rams, stepping into the newly-created position of Director of Football Administration as one of the youngest Directors in the NFL. After helping the Rams return to the Super Bowl (XXXVI), he was promoted to Director of Football Operations in 2006.

He concurrently served as a member of the NFL Club Services Committee (2001-2009), which oversees technology development and all NFLMC/Club interactions. In 2008, Suleiman was a panelist on football analytics at the MIT Sloan Sports Business Conference.

Dickenson, Prud'Homme, Adams & Ingram, LLP[edit]

Suleiman was hired in 2011 as an Expert Witness for the winning Defense in the Aldra Wilson v. Chad J. Prusmack, M.D. malpractice lawsuit.

Pittsburgh Steelers[edit]

In 2011, the Pittsburgh Steelers hired Suleiman as a consultant prior to creating a position for him in 2013 as the Coordinator of Football Administration. In addition to all of his past duties, Suleiman arranged and executed all team travel logistics.

Carolina Panthers[edit]

In 2020, Suleiman joined the Carolina Panthers as their Director of Player Negotiations and Salary Cap Manager.[2]. The Panthers promoted Suleiman in 2022[3] to the Vice President of Football Administration. In his role, Suleiman serves as the team's primary negotiator and manages their $238 million salary cap, as well as the budgeting and finance functions of football operations. He works closely with Ownership, the General Manager, and the Head Coach on roster building, player evaluation and procurement, strategic planning and compliance with NFL rules.

He was a member of the five-person search committee for a new head coach. Suleiman has been a member of the Tepper Sports & Entertainment Diversity and Inclusion Council since its inception.

Personal life[edit]

Suleiman is married to his wife, Erin, whom he met at the St. Louis Rams in 2005.

Suleiman also currently serves on the Executive Board of Directors for Latin Americans Working for Achievement (LAWA), which is a Charlotte-based nonprofit organization that serves to provide educational opportunities and scholarship funding for latino and hispanic students. He recently created a scholarship in his late mother's name[4]
