The film was announced in July 2024 as the film will coincide with the 50-year anniversary of the German theme park Europa-Park and its real-life mascot counterparts, Edda and Ed Euromous, in 2025.[1] Waldemar Fast will be directing the film from a script by Kirstie Falkous, Jeffrey Hylton and John T. Reynolds.[2] Producer Michael Mack stated that the film will be "the first in a family-friendly franchise".[2]

Viva Pictures will distribute the film in North America, under their Viva Kids label.[3]
