Lawgivers

Lawgivers is a series of government simulation games developed by Italian-born Damian Bernardi and published by SomniumSoft. It allows players to immerse themselves in the political process, managing parties, running for elections, and passing laws. After the success of the first game (2018), Lawgivers II (2023) was released including more detailed and expanded game mechanics.

Gameplay

Players lead a political party and manage the party's members and funds, while campaigning in elections through interviews. Once elected, players can propose, vote on, and abolish laws in parliament. Although a head of state is elected, there are no actual coalitions between parties. Corrupt practices like bribery may help the player's policies but risk damaging public trust. The game features 18 playable nations, eleven of which are from Europe.

Development and release

The game was initially released in November 2018 for mobile platforms under the name Laws of Civilization, but it was rebranded to Lawgivers the following year to avoid legal issues. In April 2020 it was released on Steam to include PC platforms.

Reception

Lawgivers has been received very well. As of February 27, 2025, the game holds a "Very Positive" rating on Steam, with 84% of 369 user reviews expressing positive feedback.[1] On the Google Play Store the premium version has a rating of 4.5 out of 5.

Gameplay

The general structure of Lawgivers II is similar to that of its predecessor, but it expands by offering a broader range of features and content. The game includes a realistic world map with detailed regional representations, providing a more immersive geopolitical experience. Further additions are coalitions, bicameralism, more in-depth foreign policy, a large number of statistics, and a multiplayer mode.

Development and release

In the summer of 2020, Damian Bernardi announced that he intended to work on Lawgivers II. A Kickstarter campaign launched on March 31, 2022, successfully funded its development. The game was released in early access for Steam on August 18, 2023.
