Mario A. Guerra is a Cuban-American politician, businessman, and community leader known for contributing to public service, business, and philanthropy. Guerra served as Mayor of the City of Downey from 2009 to 2014 for two terms and currently serves as Civilian Aide to the Secretary of the Army, which carries a three-star general protocol.[1][2]

Early life and career[edit]

Guerra immigrated from Cuba to the United States at the age of six as part of the Viaje De Libertad (Freedom Flights) program. He was raised locally and studied at St. John's Seminary College in Camarillo, California for the Diaconate Formation. He was ordained a Catholic Clergy by Cardinal Roger Mahony in 2002.[3]

He was the first refugee ever to be elected as Mayor of the City of Downey.[2] He served as Mayor of the City of Downey for two terms, during which time he implemented various initiatives aimed at improving the city's infrastructure and economic development,[4] concurrently, he was a Member of the Downey City Council during the 8 years.[5]

He has been the Chaplain for the Downey Police Department since 2002[4] and is currently serving as Vice Chairman of the Planning Commission.[6]

Guerra was appointed Civilian Aide to the Secretary of the Army from California, where he serves as a liaison between the civilian community and the United States Army.[1][7]

Guerra has been actively involved in the California Republican Party, serving as the state party's elected Treasurer and Budget Chair. He was also a candidate, and won the primary election for the California State Senate, District 32, in 2014.[8][9]

In addition to his political career, he co-founded Scanlon-Guerra-Burke Insurance Brokers (SGB), which was named as one of the Top 100 Property Casualty Independent Agencies in the United States by Insurance Journal.[10] He currently holds an executive position at Arthur J. Gallagher Insurance, the third-largest insurance broker in the world.[7]

Accolades[edit]

In March 2024, West Downey Little League named its baseball field in Downey City as the Guerra Baseball Complex for his service to the city.[11]

Philanthropy[edit]

Guerra and his wife Ann are co-founders of Angel Tree and the Diaconia Foundation which gives scholarships to local high school students involved in community service.[12]
