Clearly a very notable launch and event, regardless of it failing. The launch triggered shelter in place warnings in Japan, broke UN resolutions on North Korea's missile program, and the previous attempted launch of this satellite, Malligyong-1, was also included back here in May. Feel free to change the wording if necessary or add other sources.

I should note only a single editor has disputed its inclusion here over the course of a week.

Oppose. This is a non-notable launch as similar launches and failures have happened many times previously. As can be seen in the sub-heading which you placed, a list of such similar launches is presented.
On the launch triggered shelter in place warnings in Japan, broke UN resolutions on North Korea's missile program, such a statement is applicable to almost all the cases included on the list, as these are standard actions/reactions to a missile lauch from North Korea.
On the previous attempted launch of this satellite, Malligyong-1, was also included back here in May, unchallanged content does not equate to a consensus. Furthermore, consensus can change, so even if previous similar content has consensus (which is not the case here), this does not preclude the content from being challanged.
I also felt the content of the entry fell under the category of avoid non-events (i.e. a news story that something did not happen, rather than a story about something that did happen) ... without a very good reason, as described on the Instructions Page for Portal:Current Events, given that the launch failed, so the aim of the launch did not actually occur.
