During the Balkan Wars, the Ottoman Navy was not in a position to challenge either Italy or Greece, which had a regular navy, because it had always been neglected. With great courage, Rauf Pasha went out to sea like a pirate with the Hamidiye and bombarded Greek ports. This naval battle was a historic success in Ottoman history with a weak Ottoman navy.[1]
