What about the third guy?[edit]
The mechanics of this election need more explanation. One would expect that if #2 drops out, then #1 and #3 would be in the second round. The article Nonpartisan blanket primary which explains the mechanics of the jungle primary does not address this. The exact text from the governing law would be helpful here. In round 1, it would take 50%+ for a candidate to be elected. In a typical round 2 it also takes 50%+ to be elected. The dropout #2 allows an election of someone with far less than a majority.
