"License for bribes" scandal?[edit]

Anyone have a citation for this? I think this comment needs to be removed without a citation. And if it's true, it needs better explanation to describe what this is, and how it relates to this accident, and maybe a link to a page with more details about the scandal? Terminology[edit]
