There is no explanation to why Scotland and Sweden got a straight place in the playoffs, and not Netherlands or Norway. They all have same amount of wins and that's all I can figure out. In examining the head-to-head records of Scotland, Sweden, the Netherlands, and Norway, you will see that both Scotland and Sweden have two wins and one loss, whereas the Netherlands and Norway both have one win and two losses.
