Winner Romania?[edit]

Clarification on Rankings / In accordance and respect of the competition 's rules, " If two or more teams have same number of points the best ranked will be : The Union having more number of match points in the games played between the tied Unions" / As the competition is played with a single game between teams, the winner of the game is the best team. So Romania has been officially announced "Champion 2017" thanks to its victory on Georgia. / The update of the rankings on the website requires technical assistance and will be done tomorrow. Qualification for RWC 2019[edit]

According to this article, the winner of the cycle qualifies for RWC 2019 and, in case the winner is Georgia, then the runner-up qualifies. Nevertheless, I've read in a Spanish newspaper that this is not true; games involving Georgia just do not count towards RWC qualification, citing Rugby Europe sources, but I could not find anything at the Rugby Europe site. The wording in the official RWC 2019 site^[1] -The highest-ranked team from the Rugby Europe Championship (excluding Georgia) will qualify- is somewhat ambiguous.
