Alcohol Restrictions on License

States commonly (since 9/11) issue ID's that can substitute for using the Driver's License for ID purposes. A natural extension of this should be restrictions on the ability of the offender to purchase alcohol. Just being 21 years of age or older should not be the only requirement to be able to purchase alcohol if the offender has caused or is being a burden on society due to alcohol use. For example people with severe head injuries due to their own alcohol use that are recieving public aid should not remain able to obtain alcohol.
