Unique?

"It is unique in the Muslim world where in other regimes with similar systems of religious police (such as Saudi Arabia) men enforce hisbah among women": I vaguely seem to remember that Not Without My Daughter (book) mentions female officers in Iran making sure that women wear adequate clothing.
