I need help - D. Emanuel[edit]

Here on Robert Elsie's website can be found the list of people who signed the Albanian declaration of independence. There is someone with name "D. Emanuel" who signed himself on the declaration. His name is not listed in the section that explained who was present on November 28, 1912 in Vlore. His name is not listed in the article about declaration nor in the source for the list of the deputies of Assembly of Vlore in that article nor within category Signatories of the Albanian Declaration of Independence.
