Bifrost shapes societal events through a tournament game, known as Roundrobin, with devastating results. The three players controlling the game are called Congressmen. Second in command are Inspectors who oversee field operations carried out by individuals called "foxes." Events are manipulated in such a way that no one is directly implicated, therefore no one's Crime-Coefficient rises. Disparate cases begin to form a cohesive picture and the Ministry of Finance's Foreign Affairs Operations Department, headed by Frederica Hanashiro, joins forces with the Public Safety Bureau to bring Bifrost down. The characters of Shinya Kogami, Nobuchika Ginoza and Teppei Sugo are part of this organization and interact with Shindo and Ignatov, first telling them about the "foxes." Meanwhile, Ignatov's wife, Maiko Maya Stronskaya, is kidnapped and taken to Heaven's Leap, a religious cult's sanctuary headed by Torri S. Aschenbach, a secret Bifrost Inspector. During Aschenbach's attempted escape from PSB capture, Stronskaya (also former military) secures Aschenbach's pistol and kills him. Ignatov blames Shindo for his wife being put into danger and this strains their relationship. Stonskaya enters re-hab and is not allowed to leave, causing Ignatov to lower his guard and allow himself to be tricked into becoming a Bifrost Inspector in exchange for the release of his wife.[1] The 2020 film, Psycho-Pass 3 First Inspector, will conclude Shindo and Ignatov's investigation into the misdeeds of Bifrost and the outcome of the discord between Shindo and Ignatov. [2] Shindo also appears in Saru Hoshino's manga adaptation of the series.[3]
