2023 Update

I've done what I can to update the article to reflect the completion of the extension connecting Highway 5 to the Hot Springs Bypass, which opened on September 18, 2023. However, my Wiki editing skills and capabilities are fairly limited. I corrected the section titled "Future" (renaming it accordingly and updating the tenses from future to past tense) but the main body and information panels need quite a bit of work, including the main route photo that does not reflect the new roadway route. Also, the data such as overall length and southern terminus need to be updated as well. See the "Connection to Hot Springs Bypass" and associated linked news article for more information.
