Totally wrong

Most of this is completely inaccurate= his occupation, his travels, date of birth, place of birth. See the French article (which is a bit too emotional, but at least accurate). It is all cited to some silly 1989 article in a rag called the "Hampton Roads Daily News", which I cannot vet because of continued Tribune Publishing intransigence against following EU data protection rules, but I will assume the journalist was just an ignorant fool. The French article doesn't go into this either, but it might be useful to have some historical context regarding the scientific exploration of Puerto Rico in light of the aftermath of the War of Spanish Succession and the new king in Spain.
