People from as far as Gujarat and Madhya Pradesh come here in the hope of finding a good deal. It is said that the fair originated from the transactions that took place when admirers of Rawal Mallinath, a popular local hero, gathered in Tilwara, riding on well-bred animals to meet him. There is a shrine of Mallinath ji where people pray and believe that their wishes would be granted. After their wishes are fulfilled, it is customary to offer miniature horses as a token of thanks to the shrine. One can see wood, brass and bronze horses being sold by the traders who come from Mathura, Agra and Aligarh in Uttar Pradesh. There are other shops selling general merchandise, fodder and agricultural tools.

The fair opens with the hoisting of the flag of Rawal Mallinathji and the songs praising his valor and greatness. The fair features bullock, camel and horse races and thoroughly bred animals, who compete against each other on the dry river bed. The animals who win are crowned with white badges and are sold for higher prices at the fair.

Tilwara is a village in Pachpadra tehsil of Barmer district of Rajasthan state in India.Tilwara is situated on Luni river and is a railway station on Jodhpur-Balotra route. The village is famous for Mallinath Fair held in March/April every year. Also called Tilwara cattle fair it lasts for two weeks. (HRRL) was incorporated on 18th September, 2013, as a Joint Venture between Hindustan Petroleum Corporation Limited (HPCL) and Government of Rajasthan (GOR) with an equity participation of 74% and 26% respectively. • The project involves setting up of a Greenfield 9 MMTPA refinery cum petro chemical complex at Pachpadra in Barmer district of Rajasthan. • The project is expected to be mechanically completed within 4 years from the last date of receipt of all statutory approvals. •

The foundation stone for the project was first laid in September 2013 by the then president of ruling Congress Sonia Gandhi.

But the project remained a non-starter as the state, which voted in a BJP government, reworked the project and changed incentive structure including an interest-free loan of 16,845 crore to HPCL to be paid back in 15 years . That apart, it also has a 9 mt facility at Bathinda in Punjab in a 49 per cent equal joint venture Mittal Energy of LN Mittal which will be doubled in a few years.

"We are working to award the licensor agreements to 10 of the 12 vendors we need for the Barmer . Barmer refinery and petrochemical complex is a new facility that is currently being developed in the Barmer district of Rajasthan, India. The project is set to be the first of its kind in Rajasthan and is being developed by a joint venture (JV) between Hindustan Petroleum Corporation Limited (HPCL, 74%) and the Government of Rajasthan (26%), known as HPCL Rajasthan Refinery Limited (HRRL). The new refinery and petrochemical complex will have a total processing capacity of nine million metric tonnes per annum (Mmtpa). Construction on the project commenced in January 2018 and is slated to be completed by 2022. The development is estimated to cost $6.8bn and will create approximately 1,000 direct jobs upon completion, as well as up to 40,000 indirect jobs during construction. It is also expected to contribute to Rajasthan’s economic development and aid in the development of downstream petrochemical companies. Barmer refinery location The refinery and petrochemical complex will be built on 4,813 acres of land approximately 5km away from Pachpadra village in Rajasthan’s Barmer district. It will be located 100km from Jodhpur Airport and benefit from connections to National Highway NH-112. Barmer refinery and petrochemical complex details The proposed facility will feature a total of 29 process units, including a 9Mmtpa crude distillation unit, a 4.8Mmtpa vacuum distillation unit and a 1.8Mmtpa naphtha hydro-treating unit. It will also include a diesel hydro-treatment unit with a capacity of 4.1Mmtpa, a vacuum gas oil treatment hydro-treater with a capacity of 3.5Mmtpa and a petro-fluidised catalytic cracking unit with a capacity of 2.9Mmtpa. "The proposed facility will feature a total of 29 process units, including a 9Mmtpa crude distillation unit, a 4.8Mmtpa vacuum distillation unit and a 1.8Mmtpa naphtha hydro-treating unit." The site will also be equipped with a delayed coker unit with a capacity of 2.4Mmtpa. Additional units will include an isomerisation unit with a capacity of 0.26Mmtpa, a dual-feed cracker unit with a capacity of 82,000tpa, an ethylene recovery unit with a capacity of 77,000tpa, two polyethylene units with a capacity of 0.416Mmtpa and two polypropylene units with a capacity of 0.49Mmtpa. The Barmer refinery is expected to process 1.5Mmtpa of crude indigenously produced in Rajasthan at the Mangla fields, 7.5Mmtpa of Arab and other crude, as well as natural gas during the initial eight years of operations. Furthermore, it will process 9Mmtpa of Arab mix crude, in addition to natural gas following its eighth year of operation. Products from Barmer’s refinery The refinery is expected to produce BS-VI fuel petrol and diesel, as well as petrochemical by-products such as polypropylene and polyethylene in order to help meet the growing demand for petroleum and petrochemical products in the state of Rajasthan. Common units and infrastructure facilities The refinery and petrochemical complex will include various common units and utility systems such as a benzene recovery unit, hydrogen generation unit, amine regeneration unit, sour water stripping unit and sulphur recovery unit. Additional utilities such as internal fuel oil and fuel gas systems, a compressed air and nitrogen plant, condensate system, and raw water and cooling water system, as well as a boiled feedwater treatment system will also be part of the refinery. The facility is set to be powered by an on-site captive power plant consisting of four gas turbine generators of 33MW each and five 26MW steam turbine generators. The refinery will also include offsite facilities for the storage of crude oil, intermediate products and finished products. Financing for Barmer refinery and petrochemical complex A memorandum of understanding (MoU) for the development of the Barmer refinery was originally signed by HPCL and the Government of Rajasthan in March 2013 with an investment of Rs372.3bn ($5.74bn). HPCL and the Government of Rajasthan also signed a joint venture (JV) agreement in July 2013 to implement the project via the HPCL Rajasthan Refinery Limited (HRRL) JV. The project was approved by the Government of India in September 2013. The state government initially agreed to provide the JV with an interest-free loan of Rs3.73bn ($575.93m) per year for a 15-year period. However, the new state government opposed the terms of the agreement regarding the government’s allocated stake in the development, and reviewed the deal in July 2014. A new JV agreement was subsequently signed by the government and HPCL in August 2017 to develop the project with an investment of Rs431.29bn ($6.8bn). The Government of Rajasthan will provide an interest-free loan of Rs11.23bn ($177m) a year for 15 years under the new arrangement. The state is slated to receive a 12% return on investment from the refinery project. Comparative status as compared to 2013 1. In 2013, the project was approved by GoI and Foundation Stone was laid by the then President of Congress Smt. Sonia Gandhi on 22.09.2013 at Pachpadra, Barmer just prior to the imposition of Model Code of Conduct on 27.09.2013. • 4800-acre land was allotted to the Project without any lease deed being executed, • Hence, surface right of the land was in the papers only. • Even Environmental Clearance to the project was not obtained. • No physical activities on the ground was initiated in 2013. • All this display lack of due diligence on the part of the then State Government.

2. With the NDA Government at the Centre, genuine and earnest efforts were made by the State Government with the intervention of Ministry of Petroleum & Natural Gas, GoI and project was re-negotiated on better and advantageous financial terms & conditions. • Earlier, IRR of the project was 6.32 and now it has been improved to 12.2%. • This has resulted in reducing the financial burden on the State Government from Rs 56,040 crores to Rs 16,845 crores resulting in saving of Rs 40,000 crores to the State ex-chequer. Cost of the land to the tune of Rs 188.80 crore has been adjusted against the upfront equity of GoR in the project.

3. It was decided to start physical activities at the project site before the formal ground breaking ceremony so as not to repeat the mistake committed by the then State Government of launching the project only on paper.

4. For this, all the statutory clearances/approvals for commencement of work were obtained expeditiously like • Environmental Clearance from MoEF, • Approval of GoI to the revised project and • Execution of Lease Deed of the allotted land of 4567.32 acre for the Refinery Plant. • Further, 250-acre land allotted for development of Marketing Terminal at Pachpadra, Barmer.

5. Construction of Boundary Wall has been started after execution of lease deed of land w.e.f. 29.09.2017 by awarding the tender of Rs 40.70 crore. Other tenders of Rs 50 crores have been awarded for Pre-Project Activities like route-surveys of crude pipeline, product pipeline, water pipelines and Topographic Survey and Soil Investigations.
