Unless I am misunderstanding the situation, the current article should be moved to Nora Frances Henderson Secondary School. It appears that three high schools (including Barton) were to be consolidated into one new school, to be named the Nora Frances Henderson Secondary School. The construction of the new school was delayed (several times), and instead the 3 schools were consolidated into the existing Barton school, which was renamed to Nora Frances Henderson Secondary School. I've seen this sort of public relations hand waving before. Consolidate two or schools, but rename the resulting school so that the students from the other schools don't feel that they have been transferred to a rival school after their own school was closed.

So, since the current school was renamed, not closed, we should move the article. When the new school is finally built we can decide whether it is a new school, or simply a move to a new building (assuming they reuse the Nora Frances Henderson Secondary School name.
