chronological order -- reverse

Since this article is of topical interest, should the sections be in reverse chronological order? -- That would place the items of immediate interest at the top. The Table of Contents would give a quick guide to previous years' activity as a history -- the list then would reflect an order of descending impact on current affairs. The Puerto Rico Admission Act of 2017 (H.R. 260)

I have created a new section about H.R. 260, a bill that, pending a plebiscite and passage through congress and the President, would enable Puerto Rico to become a state. All my information was taken from Congress.gov and feel free to correct anything or add more. I understand that as of now this is a stub of a section but I am not quite sure what else to add.
