Bitsa vs Bittsa

Shouldn't this article be titled Bittsa Park (2 Ts)? This would be a more direct transliteration of the Russian; Битцевский (Б = B, и = i/ee, т = t, ц = ts, ...). This is how the BBC have transliterated it:
