Proposed addition of external link: jcTBL

I'd like to propose adding the following bullet point to the External Links list:

  • jcTBL, a C++ Brill tagger library with enhancements

This is a free (MIT license) open source library with 100% original code and extensive inline documentation and citations of the original research by Eric Brill and others who have studied enhancements. I believe the code will be of interest to people wanting to understand the TBL algorithm and incorporate TBL processing into their own applications.
