Fair use rationale for Image:Rdtv.jpg

Image:Rdtv.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Broadcasts in Calgary

The wording in this article is a little confusing. It suggests that in 2005 CHCA was denied an application to broadcast in Calgary/Edmonton, but this later changed. But I've been watching the channel (and its RDTV predecessor) since the early 1990s on cable in Calgary. It's been available here for years. Or is this meant to mean non-cable, over-the-air broadcasts? Maybe it needs a little tweaking but I'm not familiar enough with the history of CHCA to make this change myself. 68.146.41.232 (talk) 13:16, 2 May 2008 (UTC)[reply]

Having just come across information about this television station, I have tried to view it in Calgary. I do not have a cable connection and from the description I thought that it was being broadcast on channel 44. After spending some time looking at nothing but TV snow, I have to conclude that this channel is not being broadcast here in Calgary. CITV transmitter

So according to Emarsee, he thinks that the CITV-TV-1 Red Deer transmitter of Global Edmonton is airing 2.5 hrs of RD programming a week. Problem is that his reference, a CRTC license, says "as a condition of licence, the Commission requires the following undertakings to broadcast no less than seven hours of local programming in each broadcast week". 7 is not 2.5, and this would have been a requirement from when the license started when CHCA was still broadcasting, so it wasn't in response to its closure. There's nothing I can find anywhere saying they're doing what Emarsee says, not even his own source. I'm wondering if "local" can mean "Edmonton" and not "Red Deer"? Regardless there's zero evidence they're actually doing that, and WP policy requires some before it can be in the article. Emarsee, where did you originally hear this info:
