Why were abbreviations such as ㌀ added? What criteria were followed? --Backinstadiums (talk) 16:25, 21 August 2019 (UTC)[reply]

They date back to Unicode 1.0.0, and were added for compatibility with existing/legacy character sets which included such things. For Unicode 1.0, compatibility with existing characters sets was fundamental for getting Unicode accepted, and so many compatibility characters which were not strictly needed were encoded.
