Add pushback and findings sections[edit]

We should add pushback and findings as sections to give more context about this law.

This article gives an overview of what happened in the first year after the law was passed.

This article on Kelly Thomas also cites SB 1421.

@OurStreets: The list of sources below is organized geographically by newspaper, with editorials ant commentaries presented first. You can see how the law has been received (pushback and findings) around the state. On first pass, it appears San Francisco and Petaluma are having more success than other locations.
