Rationale for article edits[edit]

This page seems to be based mostly on a single, critical research paper and pure speculation. I think it needs quite a bit of cleanup in terms of neutrality and references. I deleted the paragraph about global warming because it was unsubstantiated and seems very unlikely. The term "smog" refers to the haze over coastal Californian cities caused by automotive exhaust. I can't find an authoritative writeup on the history of the program but given its age and name, the intentions of the program seem to be much more connected to smog than to global warming.
